Virginia Independent Clinical Assessment Program – (VICAP)


Effective July 18, 2011, the Department of Medical Assistance Services (DMAS) requires an independent clinical assessment as a part of the service authorization process for Medicaid and FAMIS community mental health rehabilitative services (CMHRS) for children and youth up to the age of 21. The affected children’s community-based mental health rehabilitative services are Intensive In-Home (IIH), Therapeutic Day Treatment (TDT), and Mental Health Support Services (MHSS). Local Community Services Boards (CSBs) are designated by DMAS to conduct the independent clinical assessments. A parent or legal guardian of a child or youth who is believed to be in need of one of the affected community-based mental health rehabilitative services must contact the local CSB to request an independent clinical assessment. The independent clinical assessment must be completed prior to service initiation.
