Developmental Services includes residential care, in-home services, case management, and group programs.
Case Management assists individuals with developmental disabilities and their families in accessing services, supports, and resources within their community, utilizing a person-centered approach. Case Management functions as the entry to access needed community resources and services. The Case Management Discharge Planner assists in transitioning individuals from State Institutions into community placements.
In order to be eligible, an individual must have a diagnosis of a developmental disability and must meet the functional and financial eligibility as stated in the Department of Behavioral Health Community Services Manual.

Creative Options offers an opportunity for individuals to engage in activities by supporting individuals based on what is identified in their Person-Centered Plan. This program supports adults interested in developing skills toward employment and community engagement, creating meaningful relationships in the community, developing problem solving skills, and managing their own social and behavioral needs. Services are delivered onsite and at various locations within the community.

Residential Services consists of group homes for persons with a diagnosed developmental disability. H-NNCSB Residential Services operates seven waiver group homes and three intermediate care facilities (ICFs). Homes are located in both Hampton and Newport News.
All programs operate under a person-centered thinking model and assist individuals in mastering daily living activities while living and participating in their community. Self-help, community integration, socialization, behavior support, recreation and independent living services are provided. Residential Services' features include:
ICFs serve individuals who were previously institutionalized and who have significant medical needs. These homes employ a medical director and offer a wide array of services including occupational therapy, speech therapy and physical therapy as needed.
Admission
Community served: Adults 18 and older with a diagnosed developmental disability and who may have additional physical or emotional disabilities. Individuals must demonstrate limitations in two or more the following areas: activities of daily living, independent living skills, socialization, community integration, behavior management, and motor or leisure skills.
